Our Team

Madeleine Russak, Founding Partner

Madeleine is the founding partner of Beltway Solutions Group, a public affairs and strategic communications firm based in Washington D.C. With over 12 years of public affairs, communications, and legislative expertise across various sectors, Madeleine leads comprehensive integrated communications and public affairs campaigns for companies, causes, and coalitions. She specializes in communicating on health care, veterans, financial services, Tribal, pharmaceutical, artificial intelligence, and renewable energy issues.

Her career spans senior positions in both chambers of Congress, including serving as lead spokesperson for the Senate Health, Education, Labor, and Pensions (HELP) Committee. As a congressional communications leader, Madeleine crafted messaging for Senate Democrats on healthcare, education, and labor policy in order to advance critical legislative priorities. She led communications for numerous successful bill passages and high-profile hearings, including Cabinet and Supreme Court confirmation hearings.

Her experience extends to political campaigns and issue advocacy, having directed communications for statewide gubernatorial races, competitive congressional campaigns, and national coalitions.

She holds a Bachelor of Arts in Political Science from the University of Southern California, graduating cum laude.

Ryann Hill, Partner

Ryann Hill, MPH is a seasoned government affairs professional with substantive experience navigating the complex intersection of policy, politics, and business. With a background in health policy, Ryann has successfully advocated for a diverse range of issues, from complex healthcare, aging, and disability regulations to economic development initiatives for underserved populations. Her strategic insights and deep understanding of legislative processes have made her a trusted advisor for both public and private sector clients. Ryann is known for her ability to build strong relationships with policymakers, craft compelling policy proposals, and manage high-stakes negotiations. Passionate about civic engagement and public policy, she is committed to shaping effective and equitable policies that drive positive change.

Ryann held several executive-level government affairs and public policy positions in the private sector. She began her career in the House office of Senator Tammy Duckworth (D-IL) and is a Centers for Medicare and Medicaid Services alum. Ryann earned her Bachelor's degree from Carnegie Mellon University and her Master's in Public Health from The George Washington University. Originally from Chicago, she currently resides in the Washington, D.C. metro area with her family.

Olya Voytovich, Senior Advisor

Olya Voytovich is a seasoned communications professional with deep experience in international development, U.S. politics, and strategic public affairs. With a career spanning high-impact roles in the executive, legislative, and state branches of government, she has built a reputation for leading high-stakes media strategies, crisis communications, and national messaging initiatives.

Most recently, Olya served as a Communications Advisor at the U.S. Agency for International Development (USAID), where she was the lead communications official for both the Africa and Resilience, Environment, and Food Security Bureaus. She played a pivotal role in the public rollout of key initiatives addressing humanitarian crises in Sudan and Ethiopia and shaped press narratives on global issues, including food security and climate change, through targeted media engagement and interagency coordination. Olya previously served as the official spokesperson for the U.S. Senate Committee on Veterans’ Affairs under Chairman Jon Tester. In this role, she led the strategic messaging and media execution for major legislative efforts, including passage of the historic PACT Act -- a landmark bill expanding VA health care and benefits for millions of veterans exposed to toxic substances.

She also held roles in the offices of U.S. Congressman Henry Cuellar, U.S. Senator Chris Coons, and Delaware Governor Jack Markell. Known for her ability to shape public narratives, manage press operations, and advise senior government officials, Olya possesses fluency in both Ukrainian and Spanish and brings a global lens and cultural fluency to every communications challenge. She holds a B.A. in Political Science and Foreign Languages from the University of Delaware.

Meg Fosha, Senior Director

Meg Fosha, MPS is a Senior Director at Beltway Solutions Group, where she leads strategic communications, issue advocacy, and integrated digital campaigns. A skilled graphic designer and communicator, Meg specializes in transforming complex policy issues into clear, compelling narratives—across social media, visual content, and traditional earned media.

Before joining BSG, Meg served as a Senior Communications Advisor to Colorado Governor Jared Polis, directing statewide messaging and producing high-impact content on federal funding initiatives. She has also led digital and media strategies for national environmental organizations and previously managed communications on veterans’ issues, climate policy, and public lands at a Washington, DC public affairs firm.

Meg holds a Bachelor’s degree in Media Studies from Pitzer College and a Master of Professional Studies in Strategic Public Relations from George Washington University.

Niyahnee C. Thomas, Communications Associate 

Niyahnee C. Thomas is a Communications Associate at Beltway Solutions Group, supporting policy communications, digital content development, and research-driven messaging for healthcare and public-policy clients. She brings experience from the White House, Capitol Hill, and the Congressional Black Caucus Foundation, grounding her work in strong policy understanding and clear, people-centered communication.

Prior to joining BSG, Niyahnee served in the office of Congressman Steven Horsford (D-NV), where she supported communications and legislative work on Medicaid, maternal health, veterans’ issues, and the fentanyl crisis. Her background includes policy analysis, drafting statements and briefing materials, and developing accessible summaries of complex federal issues.

Niyahnee is a graduate of Texas State University, where she studied biology, business, and mass communication—an interdisciplinary foundation that informs her ability to translate technical policy into clear, engaging content.
